There is some confusion here between the difference between ceremonial counties and historic counties. This isn't helped by Lancashire having multiple definitions depending on what you're referring to, ie the ceremonial county, the county palatine, the historic county or the administrative authority - all of which are separate legal entities. undo

Rochdale is in Lancashire, but not administered by Lancashire County Council.
