The best it can prove is that he was a supporter of the Conservative Party. Second, the article is clearly tongue-in-cheek. It cites several pieces of evidence that Jagger is a Conservative, one of them being that Rolling Stones concert tickets are expensive. Hardly a serious statement. And he doesn't say he admires Thatcher, just that he was surprised people were so critical of her.
