Regular vowels (not sheva or hataf vowels) in open syllables are always long and vocal sheva was absolutely not not but a short /a/ in an open syllable (patach would be long in that environment, and thus is distinct) unless directly proceded by a guttural, in which case it takes the vowel quality of the following vowel.
