This article states that martial law was imposed in the wake of Hurricane Katrina; the pages on the damage to New Orleans claim that the term "martial law" is not in Louisiana's legislation and what was declared was therefore a state of emergency. Pretty sure St Bernard Parish had its boundaries changed in Arabi to take in parts of New Orleans at the time, which took in businesses at the time outlawed in New Orleans, such as slaughterhouses and casinos in the early 1900s
