I grew up in Plaquemines Parish and my family, until Katrina, lived there (and will) for generations. I edited the reference to the parish being called 'Kuwait' due to the fact that no one has ever heard of such a nickname! Will continue monitor... Pretty sure St Bernard Parish had its boundaries changed in Arabi to take in parts of New Orleans at the time, which took in businesses at the time outlawed in New Orleans, such as slaughterhouses and casinos in the early 1900s
