These messengers were his personal administrative assistants and operated solely under his direction, ensuring that Scientology management was following Hubbard’s policies. In 1981, with Hubbard in seclusion, the CMO wrested control of Scientology from Mary Sue Hubbard and her Guardian's Office in what was, in effect, a bloodless coup. According to David Miscavige, "I knew if it was going to be a physical takeover we’re going to lose because they had a couple thousand staff and we (the “messengers”) had about 50. That is the amazing part about it." The CMO is now the organization that connects the Religious Technology Center to the Church of Scientology as the enforcers of orders and programs from the RTC.
