I'm unsure of adding it to the "development" section, even though it seemed from the beginning to me that since the C-17 plans were stolen from Boeing and the Xi'an Y-20 is a copy more or less, it probably would best go there since that was an integral part of the development of the aircraft. However, I have seen a lot of other articles where things like this are specifically listed in a "Controversy" section. I just changed some of the info to be more consistent with the ]. For instance the 777-300 was never ordered with the GE90, so that combination was never certified with the FAA.
