An Inspector for the Sino-Cit People's Justice Ministry, Yeun works undercover in the Hong Tong triads as Woo. This double role requires him to work both sides of the law, to the extent he isn't sure which is his true role. He has a son at the Academy of People's Justice, and a wife called Soong who was also a Judge. Soong was presumed dead after an undercover mission, but turned out to still be alive as an assassin - it's unknown whether she's working for the Triads or secretly acting as assassin for the Justice Ministry.

Woo has met Judge Dredd twice. Their first meeting was during a triad mission, making him an enemy of Dredd; in the second, they were forced to be allies as part of a joint Mega-City One/Sino-Cit operation in Hong Tong.
