In many countries on earth China and Parts of Western Europe, the Age of Consent Laws favor a societal prevalence for a low AOC (as compared to western culture). This indicates that there is no universally defined term for "Hebephilia" and that both it's use as a defining paraphilia as well as any relevance to constantly shifting societal standards is limited to certain cultures. Evolutionary Psychologists argue that there is indeed no such thing as "Hebephilia" and that without a long standing attraction to pubescent females in our evolutionary past, we would not exist as a race today. The argument could even be made that not being attracted to pubescent females could in fact be a distinct evolutionary disadvantage as the maximum age of fecundity hovers around the late teens early 20's.

Hebephilia refers to the sexual preference for pubescent individuals; the term was introduced by Glueck (1955). It differs from ephebophilia, which refers to the sexual preference for individuals in later adolescence, and from pedophilia, which refers to the sexual preference for prepubescent children. While individuals with a sexual preference for adults (i.e., teleiophiles) may have some sexual interest in pubescent-aged individuals, the term hebephilia is reserved for those who prefer pubescent-aged individuals over adults. It refers to Hebe, a Greek goddess of youth, often described as a girl entering womanhood. Debate is ongoing over whether hebephilia is a psychological disorder, with Ray Blanchard arguing for its inclusion in the DSM-V.

There are clinical and correctional samples of sexual offenders in which hebephilic men outnumber the pedophilic men. Moreover, anonymous surveys of people sexually interested in children more frequently report an erotic interest in pubescents rather than in prepubescents.
