The Dubai Sevens is played annually as part of the IRB Sevens World Series for international rugby sevens (seven-a-side version of rugby union). The 1999 competition, which took place on 2 and 3 December at the Dubai Exiles Rugby Ground, was the first Cup trophy in the 1999–2000 World Sevens Series.

New Zealand defeated Fiji to win the first Sevens title 38–14.
