Long term IP vandal; create filter tag?

tl;dr - Would it be possible to request a filter be created?

I've stumbled upon an IP user(s?) who have been making non-constructive edits for years. Started with 68.98.155.153 (talk · contribs · deleted contribs · logs · filter log · block user · block log). They insist on adding curly quotes and apostrophes, despite WP:' and MOS:QUOTEMARKS, and decapitalizing position titles. This prompted me to ask for AWB permissions so that I could use it to correct the errors.

That IP address was blocked for their disruptive behavior. Their block has expired, but still no edits, so I did some searching and found more IP users who use the same edit summary: "punctuative corrections". Found 68.98.157.20 (talk · contribs · deleted contribs · logs · filter log · block user · block log) and 68.98.155.114 (talk · contribs · deleted contribs · logs · filter log · block user · block log). I'm sure there are others. This has been occurring since at least 2012.

From what I can tell, there is no indexing of edit summaries unless there is a tag filter. Would it be possible to request a filter be created? My thoughts were to have it tag either when the edit summary "Punctuative corrections" is used and/or when various curly quotes and apostrophes are used. If so, where/who would I ask?

@EvergreenFir: The place to ask for an edit filter is Misplaced Pages:Edit filter/Requested. You will need to supply diffs from various IPs. The edits all coming from a Cox IP and mostly using the same edit summary will help fine tune a filter. The problem is that they do not always use an edit summary and it might be a little tricky to write a filter to detect some of their edits like where they are spelling out numbers or changing capitalization. Okay. I'll put together a request for a filter. I know it won't catch all of them, but if it even if it catches some of them, I can look at the edit histories and use AWB to fix any it missed.

Kliq Curtain Call Videographer. My friend was officially recognized by the WWE as the fan that taped the incident. They interviewed him for an upcoming Kliq WWE DVD. He has the producers name and he an prove it. So, I am new to this wiki stuff. But, I think that the word should be spread about this. The WWE uses the clip over and over. On DVDs and the network.
