Perhaps some part of my previous answers was unclear. No, the behavior that the other editor displayed does not constitute a blockable personal attack. However, the response you hypothetically proposed would constitute blockable behavior. You have posed essentially the same question three times on the noticeboard, then twice on my user talk page after another administrator erased the noticeboard thread. Per your request, I'm responding here for what I hope is the final time. This persistence is unreasonable: you have offered no new evidence, have ignored productive suggestions, and have failed to explain how you somehow think your question has not been answered.
