The article already states that the surf lifesaving movement grew from the early 20th century, and one can assume that this was because more people were swimming in the surf which is inherently dangerous. There is no need to spell this out in another sentence. This is a high level summary article about Australia. The amount of space which we can devote to the history of individual sports and recreations is limited. If you want to add another sentenece it should be something very important which has been missed. The Arbitration Committee is the panel of editors responsible for conducting the Misplaced Pages arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
