Well, sometimes I don't feel the edit deserves a warning for various reasons. For example, I usually don't warn people for "ZOMG!! I can't believe they actually let you edit this!!!11!!" type edits because I have seen a few cases where I warned someone for that and they started vandalizing (I'm not sure if it was connected, but it's definitely possible).
