Campaigning heavily against illegal immigrants, Lowell was the party's candidate in the 11th and 12th Districts in the ]. He obtained 84 votes on first count from both districts, obtaining 0.03% of the overall votes.
Despite being accused of being a ] numerous times, Lowell insists that he is actually a ] and has stressed that he has nothing against minorities. He is against unrestricted migration to Western countries, especially countries such as ] with its population of less than half a million.


Lowell is a staunch supporter and admirer of ], the Maltese-born Italian Fascist, who, on the grounds that British rule was destroying Malta's Latin soul, advocated the expulsion of the British and joined, to this effect, the ]. Pisani was executed for treason by British colonial authorities in 1942. Several lawsuits were filed following speeches he has made. Two charges of incitement of racial hatred are currently being settled in Malta's law courts. The first case concerns an article written for MaltaFly, in which several highly pejorative words, such as “lackey”, “mass-murderer”, “vermin” and “pest” were used to describe ]. The second case deals with a public meeting organised by Lowell on 22 January 2005 in ], following a case in which illegal immigrants were involved in violent clashes with the ] after the former had organised a pacific protest and the army had to resort to the use of force after negotiations failed. After several meetings he has organised turned out to be somewhat of a success (judging by the standards of a newly-born ] movement) Norman Lowell is trying to set out a more encompassing, ] image for his party. Their stated aim is to be involved not just in the ] issue which started them off, but in all aspects of Maltese political life.

Norman Lowell's main focus is undoubtedly the "racial purity" of the island of Melita, as he calls it, but this often clouds other more important issues he speaks about. Norman Lowell calls for the creation of a ], to rise above the pettiness of partisanism. He calls for a more rational, planned approach to building. It doesn't make sense, he says, to have an Industrial Estate (of all things) built facing on one of Malta's most picturesque areas. He also derides the government's inability to tackle the serious cultural and educational problems Malta's society is facing, whilst chasing after economic ghosts.
On 27 March 2008 Lowell was sentenced to a two-year jail term, suspended for four years, due to his conviction on three charges of racial hatred, and one charge of insulting the ]. He won the case relating to insults hurled at the President of Malta on grounds of freedom of speech but was also ordered to pay a fine of 500 ]s for racist terminology against Jews. Judge Quintano ruled that while a politician is free, this freedom is limited by the fact that Jews make up a part of the Maltese society and that no matter how small that part is, such talk constitutes racial hatred.<ref>.</ref>

Norman Lowell (born 29 July 1946) is a Maltese ultranationalist writer and head and founder of Imperium Europa, a far-right political party. He is also a retired banker and artist.

On 30 April 2019, during a meeting of his party, Imperium Europa, Lowell compared Auschwitz concentration camp to the "Disneyland of Poland". When asked whether he denied the Holocaust happened, he said: "How can one deny something that never happened? ... This whole hoax is the biggest lie since the Virgin Mary."
