This article has some interesting but out of context facts. Even Wikiperdia recognizes that Armand V Fiegenbaum wrote about TQM in his book Total Quality Control in 1961. Claiming some general invented it and that it came about in the 80's is nonsense. Get some people that know what they are talking about to write these articles.
