There is a difference, though it's not always easy to see: a block that nobody will undo is eventually a ban, so it's a difference that makes no difference at some level. I've protected this page to prevent its use as a soapbox by a blocked user to make personal attacks against other editors, including those with personally identifiable info. Also, the users legal threats and incitement to fabricate false evidence for use in a legal suit on his BBS bring the user block directly into WP:NLT territory.
