Hassan Rowhani (حسن روحانی) is an Iranian politician and cleric, and as of July 2005, the Secretary of the High Council of National Security of Iran. Rowhani's membership in the council is as one of the two representatives of the Ayatollah Khamenei, the Supreme Leader of Iran. He is the chief negotiator with the European countries of UK, France, and Germany over Iran's nuclear program.

Rowhani has previously been a Deputy Speaker of Majlis, as a representative from Tehran.

As of July 2005, there are unconfirmed news reports that Rowhani has resigned from his post of being the council's secretary and will probably be replaced by Ali Larijani (the other representative of the supreme leader). Some sources have denied that, and have mentioned that Rowhani will remain in his position until at least the end of President Mohammad Khatami's term, on August 2, 2005.
