Also this article has experienced sockpuppetry, ] activity and block evasion tactics as well as long term edit warring. - No it is not. If you read WP:3RR you will see that any 3 reversions outside of obvious vandalism qualify for 3RR. Also this article has experienced sockpuppetry, WP:SPA activity and block evasion tactics as well as long term edit warring.
