Some states have announced that they intend to recognize South Sudan upon independence. Sudan has announced that it plans to open an embassy in Juba upon independence, and Egypt has announced it intends to be the second state to recognize the south. The United Kingdom plans to open an embassy in South Sudan too. All five permanent United Nations Security Council member states are to recognize South Sudan.

- Iran — The President of Iran Mahmoud Ahmadinejad opposes the idea of dividing Sudan.
- Libya — Libya's leader, Muammar Gaddafi, said that the situation in Southern Sudan "could become a contagious disease that affects the whole of Africa".
