Summary
I feel this image qualifies as "fair use" in Dashi-Dorzho Itigelov because the picture significantly adds to the article and is critical to the understanding of the state of preservation of the body. Perhaps more importantly, no free equivalent is available nor could be created. It is prohibited to take photos or video of the dead body, as the monks say this contradicts Buddhist traditions. The only pictures are those that were taken immediately after the body was exhumed.
