Two questions:

First, and rather bizarrely, one of my own IP address was blocked as a sock puppet, even though I identified myself in the post. Does anyone have any idea how to fix this problem?

Second, what is the protocol for warning or banning a wiki user who is engaged in off-wiki harassment related to a wiki article?
