If it will make you happy. I consider the ] to have failed in the sense that !votes were re-factored in a way that would allow the nominator to later claim that no reason was given for the !votes. In the narrower sense of seeking the answer to a question, it succeeded in showing that there was a majority against change. ::There was space provided for anyone who wanted to submit a reason to their objection. They chose not to. The RFC was a mess because there was no clear objective as to what was being proposed.
