:::I'm not sure it'll recognize the distinction between a local image versus a Commons image if they have the same name; I suppose this would be easy enough to check, though.

I think that would depend on whether the CheckUsage toolserver script ignores or conspicuously flags sites that have an image of the same name as the one being queried (I'm assuming it does).
