He was brought into politics by the son of Indira Gandhi, who wanted to use him as a puppet leader against the influence of the Akali party. After he got involved in state politics, he eventually demanded a separate theocratic Sikh state.

He established his headquarters in the Golden Temple also known as Harmindar Sahib, located in Amritsar. He filled it with armed militants, and launched a series of terrorist attacks, targeted both at civilian as well as military targets, as well as his political opponents.
