If in mediation one or more party refuses to participate, mediation cannot proceed (ocassionally if only one party in a large group refuses, you can still proceed, but that's not the point). Since you were the only person to sign the mediation, and it was posted for some days, mediation could not occur. As to your question, I'm not exactly sure what the policy word-for-word is on using an organization's own material in an article would be, but make sure whatever you use is ] and ].
