Currently I am living in mainland China. For the Misplaced Pages is blocked in China, I have to get access to en-wikipedia by an open proxy. Thus, I need to apply for an IPBE right to edit en-wikipedia under such conditions. I have some editing records at en-wikipedia. Besides, I am an adminstrator at zh-wikipedia. Therefore, I believe I am eligible to apply for an IPBE right. Although I have a global IPBE, my IP address is blocked locally. Thus, I would like to request a local IPBE right.
