RfC: Logged out mobile editors who cannot receive talk page messages

Users of the mobile web interface who are not logged into an account do not receive any notification whatsoever when they receive talk page messages. A Wikimedia Foundation product manager has said that the Foundation is reluctant to enable talk page message notifications for mobile IP editors because mobile IP addresses change frequently.
Should logged-out editing from the mobile web interface be disabled until logged-out editors are able to receive notifications for talk page messages? ~~~~~
