- ^ The Donetsk People's Republic and the Luhansk People's Republic are separatist states that declared their independence in May 2014, while receiving recognitions from each other, the de facto state of South Ossetia, and Russia (since 2022).
- Russian forces were permitted to stage part of the invasion from Belarusian territory.
