@BilCat It is unclear if your stated reason to remove is relevant or not. According to the documentation of File:Fire the Lazer.svg, It is believed that the use of low-resolution images of such symbols on the English-language Misplaced Pages, hosted on servers in the United States by the non-profit Wikimedia Foundation, qualifies as non-free use under the Copyright law of the United States. Any other uses of this image, on Misplaced Pages or elsewhere, may be copyright infringement. See Misplaced Pages:Non-free content.

@Thinker78: When it comes to questionable copyrighted material, I err on the side of caution, as copyrights involve complicated and contentious legal issues. In this case, it did not and currently does not have a Non-free use rationale for the New Zealand flag debate article, and so it was rightly removed. Then and now, the flag file only has a Non-free use rationale for the Laser Kiwi flag article. That is the only article it can be used on without a specific Non-free use rationale for another specific article, per WP:NFC#Implementation. Hope that helps.
