It was redirected in place of deletion because the separate article was inadequately sourced and did not support individual musical notability apart from the band. Any editor may submit a more complete draft for review, with reliable sources and providing information beyond his role in REO Speedwagon, provided that any conflict of interest must be declared. A draft is indeed the appropriate step for a COI editor.
