The burnt offering is meant to represent the potential bonfire of human sins, transferred by cynicism, prayer and hope; into the body of a not terribly valuable asset, an unwanted member of the tribe, usually only recently so.

The asset (or goat)is hoped to be made sufficiently guilty (by the sin transferred from a now holier than the goat population) and therefore to be sufficiently tasty and tempting to appease the hunger of the wrathful Judge, who will hopefully choose to lead Azrael to the goat instead of directly to the sins of the faithful, who were the ones who had set the goat up for the drop in the first place.

This says so many things about the basic reality of "human" nature, and the fallacity of emotional arguments over real scientific standards of debate and judgement; that it defies comprehension. Morality is weirder than strange.
