Hi. If it works, no problem. The reason why I did it is that we used to ask for logged-in confirmation, until we created the template. After the template's inception, we started declining requests that failed to follow the basic instructions. Declining and asking people to repost when the basic instructions are not followed also served the purpose of preventing people from trying to fix the links in the template (people used to get the filling out of the template wrong all the time...), which would normally only make it worse. In order to optimize the time the Bcrats would spend in renames, we were making it clear that if a user didn't take the time to read simple instructions, the requests would be denied, which would cause people to read the instructions, thus preventing silly mistakes that caused us to take more and more time to handle simple requests. Most of this, however, was before clerks started helping out with renames. With the help of the clerks, there's less of a need for us to be too concerned with wasting time fixing silly mistakes. But I guess I was on "automatic". Thanks for the help. :) As a matter of fact, you don't even need to wait until the repost is accepted (if it hasn't been already by now, I haven't checked), you can go ahead and merge now, if you want to. And I have been endeavoring to explain to you that the vote stacking issue was by no means a byproduct of the investigation or an afterthought to it. The user's previous name, User:Poo headed monster and his continual recreation of material without using the hangon template after instructed to lead me to believe he was not making edits in good faith.
