Leaving aside the question of how you know that an anonymous user is a banned user, there is clearly no vandalism going on. Asserting that Cindy Sheehan is a Democrat cannot be said to be vandalism. It's not in dispute presumably, the only question between you and the anonymous "vandal" being its prominence. It's not about vandalism but a disagreement. I agree with you by the way, it's not something that's needed in the first sentence of the article but you don't have the right to break the 3RR nor leave misleading edit summaries by calling it vandalism.
