Lieutenant General Russel L. Honoré is the commanding general of the U.S. First Army in Fort Gillem, Georgia. He is also the general in charge of coordinating military relief efforts for Hurricane Katrina-affected areas across the Gulf Coast. New Orleans Mayor C. Ray Nagin has described Honoré as "one John Wayne dude who can get stuff done."
