On September 8, 2002, Aluf Dan Halutz made what is almost universally considered a gaffe when questioned by his pilots about having ordered a 1000 kilogram ] dropped on a Palestinian apartment building in an overcrowded Palestinian shantytown, killing 11 children.
Halutz stated at the time, "you are not responsible for the contents of that target. The decision process was correct, balanced and proper. The problem was the intelligence. The intelligence had changed. Your execution was perfect! Wonderful!" as reported by Haaretz on September 8th.
Halutz made similar statements in March 2003, after one of his helicopters chased a ]ish security guard near Hebron. It is alleged that, after identifying him as Israeli, the helicopter still used the man for target practice and machine-gunned him to death.

Lieutenant-General Moshe Ya'alon is a General of the Israeli Defence Force. He was appointed Chief of Staff (רמטכ"ל) in July of 2002.
Ya'alon's public pronouncements have been controversial. For example he told the Haaretz Newspaper on 27 August 2002, "the Palestinian threat harbors cancer-like attributes that have to be severed. There are all kinds of solutions to cancer. Some say it's necessary to amputate organs but at the moment I am applying chemotheraphy."
Some believe that Yaalon's style of authority has been undermined by to his inability to rein in the more agressive Aluf Dan Halutz, Yaalons Deputy Chief of Staff as of early 2004.
