I wouldn't say that "at the time of his death many people thought he would be the next President of Russia". After his resounding victory in the governor election in 1998 with 45% of votes he left by February 2002 with the support only 21% of all voters in Krasnoyarsk Krai and 43.9% of them intending to vote against. Certainly, the Khasavyurt agreements was the highest point of his career, while in office he appeared to be incompetent to govern the region, to negotiate with the local elite, and to appoint officials.
