This page lists requests by the Arbitration Committee that it feels need to be enforced by administrators. Administrators are not required to enforce these rulings but they are required not to stop those who do. Only Arbitration Committee members and clerks can add new items to this page. If a block is needed, then the administrator who conducts it should record it on the "log of blocks and bans" on the respective case page. Newer requests at top.
This page contains only active parts of a decision. For the full ruling, please see the respective decision page.
Misplaced Pages:Requests for arbitration/Ayn Rand
- TheJazzFan (talk · contribs) is banned from Misplaced Pages for a period of one year.
- Stevewunder (talk · contribs) and Kjaer (talk · contribs) are banned from editing Ayn Rand (edit | talk | history | protect | delete | links | watch | logs | views) and related articles (broadly construed), including talk pages, for one year.
- SteveWolfer (talk · contribs) is banned from editing Ayn Rand and related articles (broadly construed), including talk pages, for six months. TallNapoleon (talk · contribs) is banned from editing Ayn Rand and related articles (broadly construed) for six months, but is free to constructively contribute to talk page discussions.
- Snowded (talk · contribs) and Idag (talk · contribs) are banned from editing Ayn Rand and related articles (broadly construed) for three months, but are free to constructively contribute to talk page discussions.
- Brushcherry (talk · contribs) is reminded that article talk pages are for content discussion and encouraged to broaden his content contributions.
In the event that any user mentioned by name in this decision engages in further disruptive editing on Ayn Rand or any related article or page, the user may be banned from that page or from the entire topic of Ayn Rand for an appropriate length of time by any uninvolved administrator. Alternatively, the administrator may impose any other remedy reasonably tailored to the circumstances, such as a revert limitation. Similarly, an uninvolved administrator may impose a topic ban, revert limitation, or other appropriate sanction against any other editor who edits Ayn Rand or related articles or pages disruptively, provided that a warning has first been given with a link to this decision. As to any user named in this decision, the first sentence of this remedy shall be in effect for one year from the date of this decision or one year from the expiration of any topic ban applied to the user in this decision, whichever is later.
Editors not specifically named or sanctioned in this case are not excused or exonerated for any inappropriate conduct. Administrators and the community may choose to enact additional topic bans, blocks, site bans, or other sanctions, as necessary to prevent disruption and ensure a productive editing environment.

G.-M. Cupertino is banned from Misplaced Pages for a period of one year, and restricted to one account should he return after his ban.

Abtract and Collectonian
Abtract (talk · contribs · deleted contribs · logs · filter log · block user · block log) shall not interact with, or comment in any way (directly or indirectly) about, Collectonian, on any page in Misplaced Pages; harass or wikistalk Collectonian such as by editing pages that Collectonian has recently edited; or make uncivil comments about or personal attacks upon any user.
These restrictions imposed upon Abtract shall be interpreted in a reasonable fashion so as to allow Abtract to continue with appropriate editing while preventing any further harassment of Collectonian. Any attempts to "game the system" or "wikilawyer" the details of the restrictions are unwelcome. Should Abtract violate the restrictions imposed upon him, he may be blocked for an appropriate period of time by any uninvolved administrator, with any blocks to be logged here. Collectonian is urged to continue to avoid any unnecessary interaction with Abtract.

Arbitration Committee motions for discretionary sanctions
The Arbitration Committee has rendered decisions passing two motions to apply discretionary sanctions remedies to three prior cases. Any uninvolved administrator may, on his or her own discretion, impose sanctions on any editor working in the areas of conflict if, despite being warned, that editor repeatedly or seriously fails to adhere to the purpose of Misplaced Pages, any expected standards of behavior, or any normal editorial process.
The areas of conflicts have been defined as "articles which relate to pseudoscience, broadly interpreted" for the Martinphi-ScienceApologist and Pseudoscience cases, and as "articles which relate to Eastern Europe, broadly interpreted" for the Digwuren case.
The final text of the motions can be found at the case pages linked above.

Homeopathy
This arbitration case has been closed and the final decision is available here. In short, the remedy passed that requires admin enforcement is:
- Discretionary sanctions: Any uninvolved administrator may, on his or her own discretion, impose sanctions on any editor working in the area of conflict (defined as articles which relate to homeopathy, broadly interpreted) if, despite being warned, that editor repeatedly or seriously fails to adhere to the purpose of Misplaced Pages, any expected standards of behavior, or any normal editorial process. The sanctions imposed may include blocks of up to one year in length; bans from editing any page or set of pages within the area of conflict; bans on any editing related to the topic or its closely related topics; restrictions on reverts or other specified behaviors; or any other measures which the imposing administrator believes are reasonably necessary to ensure the smooth functioning of the project. Footnoted quotes
This arbitration case has been closed and the full final decision is available here. In short, the remedies passed were:
- Special enforcement on biographies of living persons: a special enforcement on biography of living persons (BLP) articles is authorised, whereby administrators uninvolved with an article may, for that BLP, "use any and all means at their disposal to ensure that every Misplaced Pages article is in full compliance with the letter and spirit of the biographies of living persons policy". Administrators are authorised to utilise their protection and blocking tools as necessary to ensure that the article complies with Misplaced Pages's BLP policy, and are also directed to actively counsel any editors whos actions fail to comply with the BLP policy. Administrators are cautioned not to reverse or modify such actions without clear community consensus to do so; appeals against restrictions put in place may be made to either: the relevant administrators' noticeboard; or, the arbitration committee directly. Before any article-based restrictions are extended to an individual editor, this counselling must take place: restrictions put in place should be logged at Misplaced Pages:Biographies of living persons/Special enforcement log, with relevant links to attempts to counsel the editor. The full text of this special enforcement is available here.
- Alansohn restricted: Alansohn (talk · contribs · deleted contribs · logs · filter log · block user · block log) is subject to an editing restriction for one year, whereby he may be blocked for making any edits judged by an administrator to be be uncivil, personal attacks, or assumptions of bad faith, for "up to a week in the event of repeated violations". The full text is available here. Ryan Postlethwaite 23:10, 16 June 2008 (UTC)
Prem Rawat
This arbitration case has been closed and the final decision is available at the link above. Evidence presented did not disclose a history of problematic editing, in terms of basic content policy, by Jossi, and the Committee commended Jossi's self-imposed restriction to edit only talk pages for Prem Rawat related articles. Due to a history of incivility and personal attacks surrounding articles related to the Prem Rawat movement, the preexisting community enforced one-revert rule on Prem Rawat and related articles that commenced March 4, 2008, has been superceeded by Arbitration Committee enforced article probation. John Vandenberg 00:13, 15 May 2008 (UTC)
September 11 conspiracy theories
This arbitration case has been closed and the final decision is available at the link above. Further to this, any uninvolved administrator may, on his or her own discretion, "impose sanctions on any editor working in the area of conflict (defined as articles which relate to the events of September 11, broadly interpreted) if, despite being warned, that editor repeatedly or seriously fails to adhere to the purpose of Misplaced Pages, any expected standards of behavior, or any normal editorial process." The full remedy is located here.

Strider12
This arbitration case has been closed and the final decision is available at the link above. Strider12 (talk · contribs · deleted contribs · logs · filter log · block user · block log) is banned from Misplaced Pages for a period of one year. Should Strider12 resume editing Misplaced Pages, she shall be assigned a volunteer mentor, who will be asked to assist her in understanding and following policy and community practice to a sufficient level that continued sanctions will not be necessary. This Arbitration case is closed and the final decision has been published at the link above. Mantanmoreland
This arbitration case has been closed and the final decision is available at the link above. Misplaced Pages's role with respect to serious off-wiki or "real world" controversies and disputes is to provide encyclopedic coverage of such matters from a neutral point of view where they are notable and sufficiently documented in reliable sources. Neither Misplaced Pages's mainspace article content, nor its administrative and dispute-resolution procedures culminating in Arbitration, are intended or may be used as a vehicle for off-wiki disputes such as those involving the financial markets or legal or regulatory issues. Actions related to the articles involved, including naked short selling, overstock.com, Patrick M. Byrne, the (now-redirected article) Judd Bagley, and Gary Weiss, have been repeatedly disruptive and have had serious implications both on and off wiki. Any current of future editor making substantial edits to these articles is direct ed:
- (A) To edit on these from only a single user account, which shall be the user's sole or main account;
- (B) To edit only through a conventional ISP and not through any form of proxy configuration;
- (C) To edit in accordance with all Misplaced Pages policies and to refrain from any form of advocacy concerning any external controversy, dispute, allegation, or proceeding; and
- (D) To disclose on the relevant talk pages any circumstances (but not including personal identifying information) that constitute or may reasonably be perceived as constituting a conflict of interest with respect to that page.
Any uninvolved admin may impose reasonable restrictions, after warning, upon involved articles or editors. Knowledgeable and uninvolved editors are urged to review these articles to ensure accuracy, fairness, and adherence to wiki policies. User:Mantanmoreland, under any current or future account, is banned from editing articles related to Gary Weiss, Patrick Byrne, Overstock.com, Naked Short Selling, and other mainspace articles in the area of dispute, broadly construed. He may make suggestions on talk pages, subject to the requirements of remedy 1. User:Mantanmoreland is directed to edit Misplaced Pages from only a single user account and to advise the Arbitration Committee of any change of username, and to edit only through a conventional ISP and not through any form of proxy configuration.

Waterboarding
This Arbitration case has closed, and the final decision may be reviewed through the above link. Further to the relevant findings of fact, Waterboarding and all closely-related pages are subject to article probation (full remedy); editors working on Waterboarding, or closely related pages, may be subject to an editing restriction at the discretion of any uninvolved administrator, whereby any edits by that editor which are judged by an administrator to be uncivil, personal attacks, or assumptions of bad faith, may result in a block. (full remedy).
Should any user subject to an editing restriction in this case violate that restriction, that user may be briefly blocked, up to a week in the event of repeated violations. After 5 blocks, the maximum block length shall increase to one year (full enforcement). Before such restrictions are enacted on an editor, he or she must be issued with a warning containing a link to the decision.

Naming Conventions
The case is now closed and the results have been posted at the link above.
- It is the responsibility of the administrators and other responsible parties to close extended policy discussions they are involved in, such as this dispute. Closing consists of announcing the decision at the locations of the discussion and briefly explaining the basis for closing it in the way it is being closed; further, to change any policy pages, guidelines or naming conventions to conform with the decision; and finally, to enforce the decision with respect to recalcitrant users who violate the decision, after reminding them and warning them.
- Given the existence of some uncertainty regarding how to determine if there is consensus in a particular case, no remedy is proposed concerning those who violated the consensus in this matter for past violations of policy.
- Izzy Dot's editing privileges are suspended for a period of 14 days.
- Any user who purposely violates the consensus decision in this matter during the next 180 days may be briefly blocked. All blocks to be logged at Misplaced Pages:Requests_for_arbitration/Naming_Conventions#Log_of_blocks_and_bans. - Further, AI is banned from refactoring dialogue on talk pages, or rearranging any talk page, including material which constitutes "personal comments" or personal attacks (this applies to all talk pages except AI's own user talk page), and also banned from editing any article related to the Church of Scientology. If AI violates either of these, any sysop is authorised to ban them for up to 24 hours for one-off offences, and up to a week per violation for repeat offences.

- I a munclear as to whether the 'legal disputes', for which Al is currently on indefinite block, are resolved but I'm guessing a big No. In any case his creation of User:Nikitchenko, a sockpuppet, warrants a further year ban, probably consecutive to the resolution of the 'legal issues'. - A suspicion that Herschelkrustofsky was editing as HonourableSchoolboy (talk · contribs · count · api · block log) prompted a check user request, which showed HonourableSchoolboy was editing from Herschel's AOL IP range and also as Tsunami Butler (talk · contribs · count · api · block log). - Piotrus (talk · contribs · deleted contribs · logs · filter log · block user · block log) is urged to avoid interacting directly with or commenting about Irpen (talk · contribs · deleted contribs · logs · filter log · block user · block log) under any circumstances, except for any necessary commentary in the course of bona fide dispute resolution.
- Piotrus (talk · contribs · deleted contribs · logs · filter log · block user · block log) is cautioned to avoid using his administrator powers or status in situations in which his involvement in an editing dispute is apparent.

- Editors are reminded that when editing in subject areas of bitter and long-standing real-world conflict, it is all the more important to comply with Misplaced Pages policies such as assuming good faith of all editors including those on the other side of the real-world disputes, writing with a neutral point of view, remaining civil and avoiding personal attacks, utilizing reliable sources for contentious or disputed assertions, and resorting to dispute resolution where necessary. Misplaced Pages cannot solve any of the national, ethnic, historical, or cultural disputes that exists among the nations and peoples of Eastern Europe or any other real-world conflict. What Misplaced Pages can do is aspire to provide neutral, encyclopedic coverage about the areas of dispute and the peoples involved in it, which may lead to a broader understanding of the issues and the positions of all parties to the conflict. The contributions of all good-faith editors on these articles who contribute with this goal in mind are appreciated.
- Editors who find it difficult to edit a particular article or topic from a neutral point of view and adhere to other Misplaced Pages policies are counseled that they may sometimes need or wish to step away temporarily from that article or subject area. Sometimes, editors in this position may best devote some of their knowledge, interest, and effort to creating or editing other articles that may relate to the same broad subject-matter as the dispute, but are less immediately contentious. For example, an editor whose ethnicity, cultural heritage, or personal interests relate to Group X and who finds himself or herself caught up in edit-warring on an article about a recent war between Group X and Group Y, may wish to disengage from that article for a time and instead focus on a different aspect of the history, civilization, and cultural heritage of Group X.
- Administrators who utilize the #wikipedia-en-admins IRC channel (or other IRC channels in which Misplaced Pages-related matters are discussed) are reminded that while the #admins channel has legitimate purposes, they should bear in mind whenever using it:
- (A) That discussing an issue on IRC necessarily excludes those editors who do not use IRC from the discussion (and excludes almost all non-administrators from the discussion if it takes place in #wikipedia-en-admins), and therefore, such IRC discussion is never the equivalent of on-wiki discussion or dispute resolution;
- (B) That the practice of off-wiki "block-shopping" is strongly deprecated, and that except where there is an urgent situation and no reasonable administrator could disagree with an immediate block (e.g., ongoing blatant or pagemove vandalism or ongoing serious BLP violations), the appropriate response for an administrator asked on IRC to block an editor is to refer the requester to the appropriate on-wiki noticeboard; and
- (C) That even though the relationship between the "wikipedia" IRC channels and Misplaced Pages remains ambiguous, any incidents of personal attacks or crass behavior in #wikipedia-en-admins are unwelcome and reflect adversely on all users of the channel.
- Following the conclusion of this case, the Committee will open a general request for comments regarding the arbitration enforcement process, particularly where general sanctions are concerned. Having received such comments, the Committee will consider instituting suitable reforms to the enforcement process.
- Following the conclusion of this case, the Committee will convene a community discussion for the purpose of developing proposed reforms to the content dispute resolution process.
- Following the conclusion of this case, the Committee will publish guides to presenting evidence and using the workshop page.

RFC HELP desperately neeed
This user RFC is appallingly out-of-hand and being used in a terrible manner on MANY MANY fronts. We could really use an admin to give advice not only on which areas of the RFC should be moved to the discussion page, but also on the discussion page itself: everything is coming under intense scrutiny, from who is authorized to certify the RFC to if the RFC itself is valid. It's a HUGE mess. 207.237.33.36 (talk) 01:21, 21 April 2009 (UTC)
