The Indian Institute of Planning and Management (IIPM) is a management institution with headquarters in New Delhi, India. It is also a "key partner institute" with the United Nations Development Programme and member in the World Bank Institute's Corporate Social Responsibility steering committee. Founded in 1973, the institution offers two year and three year full time certificate programmes in National Economic Planning and Entrepreneurship. Students of these programmes are eligible to apply for MBA/BBA degrees from IMI Belgium. Shorter term programmes are offered for working executives. The institute also provides a joint certification programme with National University of Singapore, apart from short term programmes from Darden Graduate School of Business Administration, Judge Business School, Haas School of Business.

In 2009, the Union Minister of Education communicated to the institute's representatives his intentions of "seriously looking at" abolishing AICTE and UGC.
History
The institute was started in the year 1973 in the state of New Delhi, India. According to the institute, its "first residential full-time post graduate diploma program" started in the year 1974 after selection tests were conducted in four cities, namely: Delhi, Kolkata, Mumbai and Bangalore. Currently, as per the institute, it has 18 campuses across India, including in Gurgaon, Noida, Bangalore, Chennai, Ahmedabad, Kolkata, Chandigarh, Hyderabad, Pune, Lucknow, Indore, Bhubaneshwar, Bhopal, Jaipur, Dehradun, and Cochin.
Academics
Offered programmes
According to the institute, it offers programs under two streams:

- Programs under the School of Business and Economy
According to the institute, its programs, under the above mentioned two streams, are as follows -
- A 2-year full time Postgraduate Programme in Planning and Entrepreneurship
- A 3-year full-time Undergraduate Programme in Planning and Entrepreneurship
- A 1-year full time Postgraduate Programme in Planning and Entrepreneurship (open only for working executives with at least two years of past work experience)
- Fellowship programme, open for post-graduates.
Certification
Under the first three streams mentioned above, the institute offers certificate courses aimed at making students eligible for degree courses like MBA and BBA. The institute by itself does not award MBA or BBA degrees (as these are awarded by IMI, Europe, once students become eligible).
Courses
In the first year, core subjects such as Marketing, Accounting, Finance, Economics and Organizational Behavior are covered. In the second year, the Marketing and IT papers are compulsory, and students pick a major in Human Resource or Finance. The institute also teaches courses like "Beyond the principles of management and economics", in which graduate and post-graduate students, according to the institute, "are taught concepts like survival of the weakest, the law of increasing marginal utility, apart from the age old concepts of survival of the fittest in the market economy and law of diminishing marginal utility." The postgraduate program has 1920 contact hours. The institute has been reported to give its students a "hands on" approach to learning, by giving them the exposure of working on live consulting assignments in Indian industries, for example "the launch of Reliance Infocomm, media strategies for vehicles such as Bolero and Scorpio, handling Nike promotion in India, Amway's HR development strategies, American Express recruitment process mapping, strategising and implementing the launch of HLL's network marketing initiatives."
GOTA programme
All students of IIPM are sent on a 21-day compulsory trip to developed countries of Europe/USA to study the Global Opportunities and Threat Analysis (GOTA) programme. The GOTA programme attempts to arrange visits of IIPM students to multinational firms and political organisations. GOTA is a mandatory component of the course curriculum as through GOTA, the students get to understand how world class organisations function. International organisations that have partnered the institution in the past in the GOTA programme have included companies like Nestle, Credit Suisse, WIPO, IMD, UNCTAD, Michael Page, World Bank, Novartis, WTO, Honda Japan, Suzuki, ING, Emirates Bank, Amas Bank, Sulzer, and others. From 2008, students have also started going to the African and Australian continents under the GOTA programme.
Relationships with other educational institutions
Students who complete the certificate courses become eligible to apply for MBA/BBA degrees from the International Management Institute (IMI) Belgium, an autonomous, not for profit institution that additionally partners institutions like United States College of Business, Isles Internationale Université, School of Doctoral Studies (European Union) and Knowledge Exchange Institute, New York. IMI awards degrees to the institute's students as IMI has recognised the course structure of the institute. The alliance also enables the institute's students to visit IMI as part of student exchange programmes for one semester. It has also been reported that extending the tie-up, IMI will also now confer its PhD awards to the institutes fellows.
National University of Singapore, Singapore, provides a joint certification in Investment Banking to a hundred of the institute's top students, through a seven-week intensive course on Investment Banking at the institute.
Nanyang Technological University sends all its students regularly to IIPM for a four week course every year. The course is generally held either in December or January every year. NTU mentions the rationale of the visit as follows: "The aim of this four-week study tour is to give students (undergraduates) a general overview of India – its history, its culture, its economic prowess, its business environment and its influence over the globalization phenomenon. Students would be taken through thought provoking sessions on developmental economics in India and South East Asia, trade relations in the Indian Ocean region, socio-political changes in the country that has helped it in getting itself branded as a superpower of the future, etc. All this would be delivered through a combination of classroom lectures, field trips and company visits to help the students get enriched by the best of IIPM faculty members / industry representatives from various subject domains. At the end of the program, the students’ learning will be assessed through a systematic evaluation process."
Stanford University has in the past partnered with the institute to organise strategy workshops in India. The Stanford Centre for Professional Development, led by Professor Edison Tse, Director of the Asia Center of Management Science and Engineering, has led the initiative.
According to the institute, apart from its current certifications, it also provides joint certification with some of the world's leading institutions and top ranked universities. Career 360 reported the responses of a few foreign institutions. A McCombs Business School representative wrote that although he wasn't aware of any partnership with the institute, it might be possible that there might be another partnership of the institute with some other college or faculty within the University of Texas. Judge Business School, University of Cambridge confirmed the existence of an association with the institute covering "a five day non-degree executive education programme delivered in Cambridge by Judge Business School." Darden Business School, University of Virginia also confirmed an association with the institute, writing that although no partnership existed, "along with Cambridge (Judge) and UC Berkeley (Haas), Darden will host IIPM's Executive Education program participants and deliver to them a high-quality mix of general business class sessions." Haas School of Business at University of California, Berkeley, also wrote back confirming such an agreement with IIPM, mentioning that "during the duration of the agreement, IIPM, the client, may represent itself as a business school "participating" with the Haas School of Business. Participation means IIPM has contracted with CEE to provide Haas faculty to teach courses in the IIPM program."
Accreditation
The institute's programmes are not accredited by the University Grants Commission and All India Council for Technical Education,. According to the institute, it has not sought de jure recognition from any statutory body or accrediting authority. The degrees awarded by IIPM are issued by International Management Institute (IMI), Belgium. In October 2005, the University Grants Commission (and the AICTE later on) raised objections over IIPM offering technical degrees. The institute clarified that it never offered the MBA, BBA degrees (these were, are, and continue to be offered by IMI, Belgium). As of January 2007, the online prospectus mentioned awarding of MBA and BBA degrees. According to the institute, it is an academically independent and autonomous body, without affiliation to any university; and as per the institute, its programmes do not fall under the purview of AIU, AICTE, UGC and similar government-established regulatory bodies.
Nevertheless, UGC and AICTE declared IIPM to be a fake university and not permitted to give MBA and BBA degrees, against which IIPM filed a lawsuit. In June 2008, UGC and IIPM reached an agreement in the Delhi High Court, with UGC agreeing to remove IIPM's name from the fake universities list, and IIPM agreeing to clarify that it only offers "certificate courses" aimed.
In July 2008, India's cabinet minister for Human Resources Arjun Singh issued an appeal asking students entering the portals of higher education to satisfy themselves that their institutions are recognised under the relevant laws and are of quality and repute. "In particular, you should not merely go by the advertisements issued in the media by higher educational institutions, but satisfy yourselves by all counts in respect of quality and statutory recognition," Singh said in the appeal.
In 2009, the Union Minister of Education Kapil Sibal informed the editor of The Sunday Indian, a news magazine published by the institute, that he is "seriously considering" abolishing AICTE and UGC. The editor of The Sunday Indian is also the all India dean of the institute.
Career 360, an Indian career oriented magazine, reported sources in NVAO, the accreditation organization in Netherlands and Flanders (certain provinces of Belgium), commenting through email that "IMI Belgium is not a recognised higher education institution (neither in the Dutch nor the French speaking part of Belgium). Since it is not recognised it cannot award recognised degrees." The source in NVAO also comments in the email that it's a difficult question (to answer) but according to them, "only those degrees that are recognized are credible." However, NVAO, as per the email, accredits Dutch and French courses. IMI degrees are offered in English. Also, NVAO overlooks only the Flanders region in Belgium - 'Flanders', as per the Belgium government, includes only the "Flemish" regions and not other parts of Belgium. BusinessWeek has regularly featured IMI in the section on "Full Time MBA Profiles" for the past few years.
The University of Buckingham has announced the signing of a Memorandum of Understanding with IIPM, mentioning that the Buckingham University is working together with the institute "towards the final accreditation of IIPM's BBA and MBA programmes."
Facilities and faculty
IIPM has two campuses in New Delhi, and branches in Mumbai, Chennai, Ahmedabad, Bangalore, Pune, Gurgaon and Hyderabad. The campus' infrastructure includes classrooms, teaching aids, libraries, electronic libraries, IT equipment like Wi-Fi and laptops, and leisure equipment like gymnasiums and swimming pools. The available facilities vary for each branch of IIPM. It has over 10,000 books in the Delhi libraries, with access to several other libraries such as the British Council and American Library through sharing agreements. Its electronic libraries have access to leading databases like ProQuest and India Business Information Database (IBID). IIPM provides laptops to all newly admitted students.
About 20% of its faculty have a doctoral degree . Unlike most other business schools, the school has been able to build up its teaching faculty in India by recruiting its graduating MBA students..
The students also undergo exposure to teaching from foreign university professors who are brought by the institute to India as a part of their global initiative. Professors like Philip Kotler of Kellogg School of Management, Gita Gopinath of University of Chicago Graduate Business School, Akash Deep of Harvard University, Sunil Gupta of Columbia Business School, Prof. Tom Kirchmaier of London School of Economics, Prof Rick Aubry of Stanford University, Prof Ari Ginsberg of NYU, Leigh Hafrey of MIT Sloan School of Management, Andre Laurent of INSEAD and Johannes Pennings of the Wharton School have been reported to have interacted with students in the past.
Arindam Chaudhuri, former member Planning Commission of India, government of India, is Honorary Dean of the institute. The regular faculty of the institute comprises alumni of IIPM, as well as visiting professors. IIPM faculty conduct Executive Education programmes. Some faculty members are also editors of Business & Economy, a fortnightly business and policy analysis magazine published by Planman Media , a sister organisation belonging to the Planman group headed by Arindam Chaudhuri.
The institute is a member of CEEMAN (Central and East European Management Development Association), which is a global network of business schools in formerly communist countries and developing nations. CEEMAN organises courses, seminars and conferences for educators.
The institute is a UNDP key partner institute for their India AIDS initiative, and a member of the World Bank Institute's steering committee on corporate social responsibility initiatives. The institute also partners the United Nations in bringing out macro economic reviews and partners the United Nations Environment Programme to the extent of organising workshops on World Environment Day under the aegis of the UN.
Ranking
IIPM does not feature in most business school rankings published in the Indian media. The institute states that "Rankings don't matter" and it has "strong reservations on the methodology applied by most of the magazines to rank b-schools". Its advertisements make frequent reference to the one ranking in which it has featured. The 2008 Zee Business Best B-School Survey ranked IIPM 7 overall, 15 in Infrastructural Facilities, 9 in Course Content, and 9 in Placements.
Job placement
According to the institute, only 70 percent of its students opt for the placement process, and that almost all of these 70 percent students get jobs through it. It has been reported that the "Indian Institute of Planning and Management invites companies to the campus, but also offers placements at its sister concern, Planman Consulting." . As per the website, more than 600 companies have visited IIPM campuses across the country, including Fortune 500 companies, and some students have gotten foreign offers too. Last year, IIPM placed a record 2,670 students in its campus placements with international placements increasing to 165. This figure was reported to be second only to the best in the country. The magazine Career 360 reported that several companies such as Standard Chartered, Barclays and Deutsche Bank, which are mentioned in IIPM advertisements, said that although they might have a few freshers of the institute working for them, they have never participated in IIPM's campus recruitment process. It has also been reported that IIPM now has seven international placement offices. The previously mentioned article in Careers360 profiled a sample of jobs that it said IIPM students get abroad in places like the gulf countries; in the article, Career 360 requests the reader to make his/her own judgement on IIPM's international jobs. Mail Today, an India Today group publication reported this year that "Even in the time of the economic slowdown, the Indian Institute of Planning and Management has managed to secure jobs for 2,300 out of the 4,000 students of the 2007-2009 batch. A record 750 companies participated in the recruitment process, which also saw 46 international placements. The results of another 100 campus interviews are awaited. Although the figures are down compared with last years 2,650 placements, IIPM claims it has been able to place more management graduates than all of IIMs put together, or for that matter, more than what the top 10 B-schools notched up this year." Mail Today also reported that the average package so far has been Rs 4.2 lakh per year. Even the World Bank has in the past profiled IIPM alumni who've been youth entrepreneurs in the social sector. The founding Dean of Indian School of Business commented to Knowledge@Wharton how he also was recruiting IIPM students and how he found them to be very good.
Controversies
Claims in IIPM's Advertisements

In its June 2005 issue, JAM (a youth magazine) carried an article (named IIPM: Tall Claims) that claimed that IIPM's advertisements were misleading. The specific article in JAM also stated that IIPM uses rankings from 2003. These rankings have now been withdrawn by Outlook C-Fore B-School survey.
Rashmi Bansal, the editor of the JAM magazine, published similar content in her blog, and this story was picked by other bloggers such as Gaurav Sabnis. IIPM sent a legal notice to Sabnis, eventually resulting in Sabnis being forced to resign from his job. IIPM also threatened to burn laptops purchased from IBM, where Sabnis was working at that time. Businessworld India magazine, of which Rashmi Bansal is a contributing editor, in its October 2005 issue, covered the issue. The magazine reported that facilities including the swimming pool, 300-seater auditorium, seven amphitheatre classrooms, and mini golf course were restricted to IIPM's Delhi campus only. IIPM, in response to these findings, stated that "We have only one campus. The rest are branches." The magazine also reported that the average age of IIPM faculty is 27 years, and the international faculty mentioned in IIPM's advertisements only gave one-time lecture to the students. Both JAM and Businessworld magazine stated that the institute refused to provide them with detailed statistics on student placement.
IIPM issued a statement countering the allegations raised by the magazines. IIPM said that these allegations were a result of inferiority complex that IIM alumni (like Rashmi Bansal and Gaurav Sabnis) suffered due to IIPM (referring to IIPM's 'Dare to think beyond the IIMs' positioning statement), and that the articles were shallow lies, and an attempt to spread baseless rumours. The Outlook magazine as well as CNBC-TV18 covered the legal tussle between the IIPM and other bloggers.
In August 2007, India's Corporate Affairs Minister Prem Chand Gupta announced that IIPM is under investigation for misleading advertisements.
In June 2008, The Wall Street Journal's Mint carried an article about misleading advertising by educational institutes in which it mentioned IIPM's claims about foreign faculty.
Careers 360 Investigation
In June 2009, Careers 360, an Indian magazine focusing on education, published an investigative article about the claims in IIPM's advertising. The article claimed that,
- IMI Belgium, the institution that awards MBA and BBA degrees to IIPM graduates, is not recognized as an institution of higher learning in Belgium
- The campus placement facts and figures mentioned in IIPM advertisements are misleading. Several companies such as Standard Chartered and Deutsche bank mentioned in the ads denied having ever taken part in IIPM's campus recruitment process. It was also found that the "foreign jobs" mentioned in the ads were primarily short term contracts in the Persian Gulf, with several visa restrictions, and relatively low pay packages of approximately 6-700 USD a month.
- IIPM's ads mention collaborations and associations with several international business schools. However schools such as University of Texas, Austin, University of Cambridge and University of Virginia denied any tie-ups. Haas School of Business admitted a limited relationship.
- The story also carried first person testimonials from past students of IIPM who said the advertisements built up their expectations which were not met, and the jobs they got after studying at IIPM are barely enough for them to repay loans taken for paying the tuition fees at IIPM
Unfair trade practices investigations
In May 2007, The Monopolies and Restrictive Trade Practices Commission (MRTPC), an arm of the Indian government in charge of overseeing fair trade practices, launched investigations into the tall claims made by IIPM in its advertisements. As a result of recurrent complaints, an arm of the MRTPC will be investigating the ads and if they are found misleading, a case for unfair trade practices could be filed against the institute. MRTPC had 90 days to submit the report, though this period could have been extended.
In August 2007, India's Corporate Affairs Minister Prem Chand Gupta announced that IIPM is under investigation for misleading advertisements.
In October 2007, MRTPC claimed that they would not be processing enquiry against many business schools due to "shortage of staff."
UGC and AICTE objections
In October 2005, both UGC and AICTE raised objection over IIPM using the term 'Indian Institute' as part of its name. The UGC also said that the IIPM cannot give MBA and BBA degrees as these can only be given by universities recognised by the UGC.. IIPM confirmed that they never offered the MBA, BBA degrees (and that those were offered by IMI Belgium), and that IIPM advertisements had, and continue to promote their certifications as being "superior to MBA and BBA" courses. The words "superior to" were in a much smaller font than "MBA" and "BBA". In December 2005, AICTE raised objections over IIPM awarding degrees in foreign collaboration, and sent notice to IIPM detailing the objections. According to AICTE, as per its guidelines on foreign collaboration that came into force since 15 May 2005, IIPM is not approved to give such degrees. In March 2007, AICTE issued another notice to institutions offering unauthorised courses including IIPM. IIPM stated it has not, and will not apply for AICTE recognition as its programmes fall out of the purview of AICTE..
Tax issues
In May 2007, S.S. Palanimanickam, Minister of State for Finance, answered a question in the Rajya Sabha raised by Dharam Pal Sabharwal, another Rajya Sabha member, "IIPM has not paid income tax during the assessment years 2005-06 and 2006-07, claiming exemption under section 10(23C) (vi) of the Income-tax Act, 1961." The Ministry further stated that service tax paid by IIPM in the preceding two years had been nil.. In April 2009, a series of replies by the Indian Finance Ministry to petitions under the Right to Information Act revealed that IIPM was being investigated by the Director General of the Income Tax department for evading taxes by wrongly claiming exemptions.
In April 2009, the Indian government clarified that there were no pending tax claims against IIPM and the case had been closed after due enquiry.
Plagiarism
In August 2006, a USA Today article about plagiarism on the internet mentioned that a column by Jack and Suzy Welch was posted on the IIPM website below Arindam Chaudhuri's photo without attributions to either BusinessWeek or Jack and Suzy Welch. IIPM subsequently informed USA Today that it had rights to the Welch column through the New York Times News Service/Syndicate, and that a Welch byline was added after the USA Today inquiry because, "others could be confused."
