His father, Vladimir Karlovich Shneider was the high ranked Russian Emperor Army officer – he command regiment and later brigade and was a general-major. Early life
Yurii Shneider born in the Łomża, Poland then part of the Russian Empire , some source also indicate Kahrkov as his place of birth. His father, Vladimir Karlovich Shneider was the high ranked Russian Emperor Army officer – he command regiment and later brigade and was a general-major. His father was ethnic German as also his mother -Varvara Meder, which originated from noble Moscow family. When Russian in 1914 declared war to German Empire his father –fervent Russian monarchist - decide to change family Germans names into a Russians one. Shneider’s family choose Shevelov, while his father also change “Karlovich” to “Yuryevich”. Such changes require personal appeal to Russian Emperor and was endorsed by Nikolay II in 1916. During war time Yurii and his mother moved to Kharkov. At the beginning of the 1918 Shevelov’s father missed in action (presumably killed). He stay at Lemberg were he continued to work at Nazi established commissions (including creation of “new Ukrainian grammar”) till spring 1944, when Nazi again retreated further West. Shevelov with assistance of the Ukrainian Central Committee also moved to Poland (Crynytsya) and then to Slovakia, then Austria and finally to Saxony were he work for different Nazi controlled authorities and institutions.
