::If you wish you can ask Sandstein for clarification regarding the topic ban, my understanding is that a number of issues lead up to it with the final drop consisting of alluding to another editor being a holocaust denier.

You can actually do this change yourself - just go to the article Percottus glenii, and click 'Move' at the top (after Article, Talk, Edit, History...). Put in the new name - be careful about capitals - and put something in the reason. For more on this, see WP:MOVE.
