So yet another AE drama? Well, AE requires that a "request may be declined without further action if insufficient or unclear information is provided in the "Request" section below". This AE entry by Radek was judged severely malformed by an admin. Also, the big colorful box at the top of the page states "Please be aware that as a user requesting arbitration enforcement, it is your responsibility to supply all information required for administrators to determine whether enforcement is required, as described in the instructions.
