Underground economy
"The theoretical model of a large-scale free market economy does not occur legally, however the underground economy may be seen as an actualized free market economy."
"May be seen as" is pretty weaselly. A windmill may be seen as a giant waving its arms. Can we cite someone as claiming this? I have my doubts: "free market" presumably means "free from coercion" not just "free from taxes".
