Research
In 1967, Puthoff earned a Ph.D. from Stanford University.
Puthoff is well known within gravitational physics for his papers on polarizable vacuum (PV) and stochastic electrodynamics, which are generally regarded as examples of fringe science. He has apparently collaborated with Russell Targ in a study of the putative abilities of Uri Geller.
Puthoff is said to have worked with tunable lasers and electron beam devices. He is said to hold several patents.
Secret government work?
Puthoff was once a United States Navy officer who was allegedly assigned as a liaison officer with the National Security Agency. He allegedly later became a civilian employee at NSA. He later joined SRI International where in 1972, together with Russell Targ, he founded a notorious remote viewing program, said to have been called Project SCANATE, which was allegedly funded by the CIA.
Some say that at one time Puthoff held high-level security clearances in the United States.
Ventures in Austin
In 1985, Puthoff founded a company, EarthTech International, also in Austin, TX. At abut the same time, he founded a fringe science organization, Institute for Advanced Studies at Austin, in Austin, TX, where he is director. Not to be confused with the mainstream Institute for Advanced Study in Princeton, NJ, IASA pursues research in fringe physics, with funding from one or more anonymous donors. According to Skepdic's dictionary, a website maintained by Robert Todd Carroll, Joe Firmage has funded research by Puthoff. It is not clear whether this means that Firmage is one of the anonymous donors behind the IASA.
Scientology
According to at least one anti-scientology website, Puthoff is involved with Scientology. Indeed, the anonymous author(s) of this page claims he holds the rank of OTVII. According to anonymously posts which are purportedly leaked documents from secret Scientology manuals, this rank allegedly is described within Scientology literature as
