He has been a Member of Parliament (Rajya Sabha) (1992-1998) from Punjab and a Member of Legislative Assembly (2005-2014) from Ambala, Haryana.
On 19 April 2014, Sharma was expelled from the Congress party, and following which he resigned as a Member of Legislative Assembly on 2 May 2014. He made a come back in 2004, and won the election from Ambala city, Haryana to be elected as a Member of Legislative Assembly.

He retired serving the full term on 9 April 1998. In 1999, He resigned from the Congress party during Indian general election following his son Manu Sharma involvement was found in Jessica Lal murder case. Sharma made a come back in 2004 and won the Haryana Legislative Assembly election from Ambala city, Haryana. He was consecutively elected to the Legislative Assembly of Haryana twice from Ambala city in 2004 and 2009.
