In the year 2025, the world is facing a fertility crisis. A breakthrough has been made that will allow women to have children again, with 100 human embryos created, but Allison, who has been leading the project, is removed and has her credentials taken away by her boss Darius, prompting her to take the only embryo egg with her and she uses it to track down its donor, Brooke Ashton, who is then murdered by Darius after she decided to contact her lawyer. At the same time, the news of the breakthrough leads Vanessa, the chief of staff to come up with the idea of holding a lottery that will choose only 100 women. Since 2019, only six children were born and are under the watchful eye of the US government, but when Kyle, the father of one of the six children discover that they are taking away his son Elvis, he takes action by rescuing him from the hospital they are keeping him at and becomes a fugitive from justice. It is later revealed that he is the sperm donor of the murdered woman.

After Allison is arrested and tortured by Darius, Vanessa has her released and restores her job and clearance on the condition that has she to go along with the President's plan to promote the lottery to the public, which Allison soon discovers she can use this to her advantage when she discovers a loophole in the deal. Allison also suspects Darius murdered Brooke and later discovers that the database of every donor listed has been removed. Meanwhile the President tells Darius that he will not use a military proposal that could jepordize the lottery, leading Darius to come up with a plan that would undermine the President's; Kyle find refuge at a farm with a woman and another one of the six surviving children, but risks arrest when he has to steal insulin for Elvis; Vanessa learns that Nathan (who is also her boyfriend) is kidnapped and is being held in exchange for five embryos.

The lottery push begins. As the Chinese terrorists vows to kill the diplomats within the next 24 hours if they don't receive the five embryos, Vanessa takes her job and risks to save Nathan too seriously, and ends up getting a break from Nathan about the whereabouts, only to have the terrorists be one step ahead of them and they end up killing one of the diplomats. When the general suggests to Vanessa that they have no choice but cut their losses by killing the terrorist and hostages, she tells the President her decision and the Chinese police eventually kills them. Unfortunately, the Chinese terrorist leader survived and received a contact from Darius, who is revealed as the person behind the kidnapping, and when he finds out that Darius double-crossed him (as Darius was using the ploy to win over Vanessa's affections after having found out about her and Nathan), Darius uses a cellphone device to track him and kills the terrorist. Allison, who just cut a public service ad for the lottery, hopes to track down Kyle, who she sees as the answer to the "cure." Kyle and Elvis is later captured by the Department of Humanity as they try to escape to Quebec, but Kyle is bailed out of jail by Allison, who wants Kyle to provide her with a sperm to fertilize more eggs, only to have Kyle demand that all charges against him dropped and have Elvis returned to him, When the results prove inconclusive, Allison believes that Kyle can still conceive and attempts to find out why, only to discover that he has the Bubonic plague. Allison also finds herself the target of a stalker, but he is killed by another person right in front of her.

Allison learned that the stalker (who was shot by a Secret Service agent assigned to protect her) was a foreigner sent to kidnap her. More than 200,000 women have signed up for the lottery, but Vanessa is becoming more worried about how to handle the situation in the wake of Nathan's death, which is taking a toll when one of her staffers, Connor, starts drinking again that later leads to a standoff with police that results in him being shot while he had a gun in his hand just as he was about to tell Vanessa something about the hostage standoff, unaware that Darius is using this crisis to take control of the project. Allison gets a break into how Kyle received the plague despite being fertile and able to conceive by taking a DNA sample of Brooke's hair, which leads her and James to a doctor who treated Kyle and Brooke two years before the infertility crisis began. When they learn from a doctor whose father they were seeking out was killed in a plane crash in 2017 (after Kyle and Brooke visited the clinic to get vaccinated), James discovers that before the doctor died he collaborated with a zoologist. The theories behind this mystery and Darius' ties to the doctor's death convinces James to team up with Allison to get to the bottom of the coverup. Meanwhile at the same time Allison must deal with Kyle demanding to see Elvis, and when Vanessa discovers that the Department of Humanity plans to induce early puberty on Elvis and rumors about the facility to be the future home for the lottery winners, she tells Kyle to get a lawyer and "fight like hell," but the lawyer Kyle picks is tied to the DoH and to make matters worse his ex-wife (Elvis' mother) has shown up claiming she has sobered up but at the same time blame Kyle for taking Elvis away. Allison later allows Kyle to stay with her while Darius confronts James by telling him to notify when the fertility process begins. With the lottery now underway, Vanessa is questioned by a television reporter about why the President's approval numbers has not improved since the lottery was announced by telling the public that they're more concerned about the women and not the polls. It is later discovered that Darius is behind the plans to test Elvis for the early puberty program, and also, to make it look like Connor was behind the hostage plot.
