This is the userbox that got SPUI banned by ArbCom for 10 days, his user page protected blank, and his user talk page reverted and protected, and that got Analogdemon threatened with a one-week block. Its code has been placed here in the interest of openness, so others can see easily what the fuss is about. It is not being placed here to make it easier for others to use it - it is already available in various page histories, as well as in the ArbCom decision. It simply generates the above text in an ugly gray box.
