Briscoe Rowell Cain, III (born February 1986), is an attorney from Harris County, Texas, who is a Republican member of the Texas House of Representatives for District 128. In the 2016 Republican primary election, Cain unseated incumbent Wayne Smith by 23 votes. In the general election, Cain defeated Libertarian candidate Ken Lowder.
In December 2015, Cain successfully defended the religious rights of Beaumont police officers when the city banned them from having Bible study during lunch breaks. In 2016, Cain released invoices exposing four Texas Medical Schools for using tax dollars to purchase aborted fetal tissue in coordination with Planned Parenthood.
