Re your message: Reverting the vandalism and then leaving a warning on the user's talk page is the usual procedure. Most of it covered in Misplaced Pages:Vandalism. The various warnings you can issue are at Template:TestTemplates. A short answer to what to do is that you revert the vandalism, issue an appropriate warning at an appropriate level (see the warning templates), and if necessary, report the editor to Misplaced Pages:Administrator intervention against vandalism.
Actually, I didn't notice the vandalism itself, but noticed the note you left on their user page and went to look at what you were referring to. Leaving comments on user pages isn't the normal procedure, so I put a normal {{subst:test1}} on that user's talk page.
I also requested that an admin delete Cbow's user page to remove the comment you left. He had an empty user page and if you or I just removed the comment, he would still have a blank user page. Some people prefer an empty one, which is why I asked for the deletion.
As for your other question about me blocking the user, no I can't do that. I'm not an admin. Only admins can block users. You can, however, report users that need blocking through the aforementioned Misplaced Pages:Administrator intervention against vandalism after the editor has been issued all the appropriate warnings and continues to vandalize anyways.
