Because warning-templates are usually substituted in, the comment serves to show other users where to find the template. This lets experienced editors find and fix templates which are broken or vandalized and helps new users find them and start to use them as well. The hidden comments that I noticed on yours still appear to hold the old tags from the templates that I think you copied. | |||

The general rule is that templates placed at the top of the page get centered but the templates used in succession and lower on the vandal's page (like "don't blank any more articles or you'll get blocked) are generally left-justified.
